English Summary 
Behind every area divisions of a country into municipalities there is a theory that gives it legitimacy. This theory includes a set of principles, norms and rules that justify the municipal institutions. This is the normative aspect of legitimacy. Its descriptive aspect concerns the degree to which these justifications are accepted by dominant groups in the environment of the municipal systems. The article discusses the concept of legitimacy and the normative justification of local self government in general and shows by use of data from research on Norwegian local government to what degree the norms are accepted by Norwegian citizens and politicians at the central level. The norms are accepted by both groups, but central political actors mistrust local politicians‘ ability and willingness to act as implementers of centrally formulated policies. They try to resolve what they regard as a problem of legitimacy by reducing the number of municipalities and the number of political offices, strengthen the role of political parties and increase the financial compensation of local office holders. The result is a change from a local democratic political system governed from below to a more elite governed democratic political system.
